Governance is structured around the Arbitrum DAO Constitution, which defines proposal categories, voting thresholds, timelines, and the role of the Security Council, a 12-member DAO-elected body with emergency upgrade powers. The DAO governs the Arbitrum One and Arbitrum Nova chains, their underlying protocols, the DAO treasury, and the authorization of new chains.
Proposals, called AIPs (Arbitrum Improvement Proposals), require the proposer to control or be delegated at least 1,000,000 votable tokens to submit on-chain. Off-chain participation, including Snapshot temperature checks, is open to anyone who can vote with at least 0.01% of votable tokens. Once a formal AIP is submitted, there is a 3-day call for voting period after which a voter distribution snapshot is taken and the 14-day voting period begins.
An AIP passes if two conditions are met: (1) more votable tokens are cast “in favor” than “against” (Threshold 1); and (2) quorum is reached, 4.5% of all votable tokens “in favor” or “abstain” for Constitutional AIPs, or 3% for non-Constitutional AIPs (Threshold 2). If quorum is reached in the final 2 days of voting, the period extends by 2 additional days. Voting is token-weighted and takes place on-chain via Tally on Arbitrum One. Delegation enables passive participation, while direct voting supports active engagement.

Season
The ARB airdrop was a retroactive participation reward for early users and ecosystem contributors, using a points-based system primarily tracking activity on Arbitrum One, with a smaller subset of criteria for Arbitrum Nova. A minimum of 3 points was needed to be eligible and a maximum 15 points were set ranging from 625 ARB minimum receivable to 10,250 maximum.
Furthermore, to reward more early adopters, points earned before the Arbitrum Nitro upgrade (August 31, 2022) were worth double those earned after. Qualifying actions on Arbitrum One included bridging funds, conducting transactions over multiple months, interacting with varying numbers of smart contracts, and reaching transaction volume thresholds up to $250,000, as well as bridging large asset amounts. On Arbitrum Nova, qualifying actions included bridging funds and conducting a set number of transactions.
Robust anti-Sybil measures ensured fairness, while DAOs building on Arbitrum received separate allocations. Unclaimed tokens were redirected to the Arbitrum DAO Treasury.
