The Arbitrum Foundation serves as the neutral steward of the Arbitrum ecosystem under the governance of the ArbitrumDAO. Its role is to oversee and support the development, governance, and growth of Arbitrum chains, currently Arbitrum One and Arbitrum Nova, while fostering innovation, funding research, promoting decentralization, ensuring regulatory compliance, and managing partnerships to strengthen the ecosystem.

Fees on Arbitrum chains consist of 4 components:

• The L1 Base Fee, which covers posting costs to Ethereum and is received by the Sequencer operated by the Arbitrum Foundation
• The L2 Base Fee, which is the minimum cost for L2 execution and is allocated to the DAO (with Nova directing 20% to validator infrastructure)
• The L2 Surplus Fee, which represents congestion-driven increases and goes to the DAO
• The L1 Surplus Fee, which is an additional charge beyond settlement costs, also directed to the DAO.

The DAO can modify fee recipients through governance proposals, and fees initially accrue to designated contracts before being distributed.
